Health Ministry implements New Health Insurance for Central Government Employees and Pensioners

Details of the meeting held between members of the National Council (JCM) and the Health Ministry regarding CGEPHIS.


On 14-07-2010, a meeting was held between Staff Side members of National Council (JCM) and the Ministry of Health regarding the new proposed Health Insurance Scheme for Central Government Employees and Pensioners.


The Joint Secretary (Regulation) Shri. Vinet Chawdhry presided over the meeting.

Shri. C.Srikumar (AIDEF),
Shri. Shiv Gopal Mishra (AIRF) and
Shri. Guman Singh (NFIR) attended the meeting.


The chairman welcomed the Staff Side National Council members to the meeting to discuss the proposed Central Government Employees & Pensioners Health Insurance Scheme (CGEPHIS). He further explained the benefits arising out of the new proposed scheme in detailed and the Union Government is eager to implement this scheme as soon as possible, as recommended in the 6th CPC and to directions of Committee of Secretaries (COS).


After the detailed speech by the Chairman, members also expressed their own views. The explained the discrepancies of this new Health Insurance scheme and also requested the ministry to expand the existing Central Government Health Scheme. They also insisted that some points in the CS (MA) Rules should be withdrawn and it should be useful for the serving employees as well as pensioners.


As some news sources said that, finally the members concluded that they were against the new Health Insurance Scheme and they further opined that the proposed Health Scheme will also deprive the existing benefits available to the employees and pensioners viz. OPD facilities, coverage to all dependent family members etc. Extension to all CS(MA) Rules, 1944 to all pensioners living in Non CGHS areas is their long pending demand.

what about railway pensioners who are under RHLS scheme. I want to ask you about the Fixed Medical allowance applicability to widow pensioners. I came to know about this recently. Is a widow pensioner staying in Chennai (Virugambakkam) eligible for FMA. Please help me

I am suffering with ATROPHY, EPILEPSY AND VERTIGO FOR the last three month according CARE hospital Visakhpatnam report dated 04.11.2010 , I have under gone CT scan for my brain, as I have fell down to fits(vertigo ) for twice during October 2010 with huge sense lessness to suddenly on 10.10.2010 and 24.10.2010, 06.11.2010, I have under gone spinal cord operation in a private hospital on 07.7.2006 and suffering severe cervical spodylities as I have no money admit the any private hospital due lack of money, my life is pray to god. kindly help to join in any private hospital with cash less treatment to save my life to prevent my family member to on road., as unless and other without cash the the private corporate recognized hospital are cant not do the operations . The corporate recognised hospitals at visakhpatnam are going perform the required operation only on receipt of money in to their accounts.
This is stage I am leading I humbly each and everybody that I may kindly provided cash treatment to save my life as I told I severely suffering with ATOROPHY(SENSE LESSNSS) I want to live kindly save and to save my family.

When it is going to be implemented, I seen, last one half year only discussions going on / tenders called but not yet finalized, This scheme very much benefited to like me retired post Bypass patients/ chronic disease personal , who are residing outside the CGHS cities .

It requested that the Government & JCM should come to some conclusion for implementation of CGEPHIS scheme as early as possible for benefit of Pensioners who are residing outside the CGHS cities .

I am eager to join CGEPHIS but when is this going to be implemented. Even the Website of Ministry of Health & Family Welfare does not come up with an update.
