All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of March 2012.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of March, 2012 increased by 2 points and stood at 201 (two hundred one).

During March, 2012, the index recorded maximum increase of 7 points each in Bhilwara, Vijaywada  and  Salem centres, 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 12 centres, 2 points in 19 centres and 1 point in 19 centres. The index decreased by 2 points in Tripura centre and 1 point each in Darjeeling, Sholapur and Puducherry centres, while in the remaining 8 centres the index remained stationary.

The maximum increase of 7 points each in Bhilwara, Vijaywada  and  Salem centres is mainly due to increase in the prices of Rice, Wheat, Groundnut Oil, Poultry (Chicken), Vegetable & Fruit items, Bidi, Cigarette, Dhoti (Cotton), Saree (Synthetic), Shirting Cloth (Synthetic), Trouser Cloth (Synthetic), Medicine (Allopathic), Toilet Soap, Tailoring Charges, etc. The increase of 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres is due to increase in the prices of Rice, Wheat, Jowar, Groundnut Oil, Milk (Buffalo), Vegetable & Fruit items, Tea (Readymade), Snack (Sweet), Snack (Saltish), Firewood, Saree (Synthetic), Toilet Soap, Tailoring Charges, etc. The decrease of 2 points in Tripura centre is due to decrease in the prices of Rice, Wheat Atta, Fish Fresh, Onion, Vegetable items, Sweater, etc.

The indices in respect of the six major centres are as follows :

The point to point rate of inflation based on CPI-IW(General) for the month of March, 2012 is 8.65% as compared to 7.57% in February, 2012. Inflation based on Food Index attained the level of 8.16% in March, 2012 as compared to 5.08% in February, 2012.

The CPI-IW for April, 2012 will be released on the last working day of the next month, i.e. 31st May, 2012.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of December, 2011 decreased by 2 points and stood at 197 (one hundred & ninety seven).

During December, 2011, the index recorded maximum decrease of 8 points each in Ghaziabad and Jamshedpur centres, 7 points each in Mysore, Bokaro and Ranchi Hatia centres, 6 points  in 3 centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 11 centres, 2 points in 18 centres and 1 point in 17 centres. The index increased by 6 points in Coonoor centre, 4 points in Chennai centre, 3 points in Mercara centre, 2 points in 3 centres and 1 point in 2 centres, while in the remaining 7 centres the index remained stationary.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of November, 2011 increased by 1 point and stood at 199 (one hundred & ninety nine).

During November, 2011, the index recorded maximum increase of 12 points in Mysore centre, 5 points each in Madurai and Puducherry centres, 4 points in Coimbatore centre, 3 points in 2 centres, 2 points in 14 centres, 1 point in 11 centres. The index decreased by 5 points in Lucknow centre, 4 points in Faridabad centre, 3 points in 4 centres, 2 points in 10 centres and 1 point in 15 centres, while in the remaining 16 centres the index remained stationary.

The maximum increase of 12 points in Mysore centre is mainly on account of increase in the prices of Rice, Wheat, Arhar Dal, Groundnut Oil, Garlic, Vegetable items, Clothing items, Flower/Flower Garlands, etc. The increase of 5 points in Madurai centres is mainly due to increase in the prices of Goat Meat, Poultry (Chicken), Fish Fresh, Eggs (Hen), Tamarind, Vegetable & Fruit items, Coffee Powder, Flower/Flower Garlands, Washing Soap, Washing Charges, etc. In Puducherry centre the increase of 5 points is the outcome of increase in the prices of Rice, Goat Meat, Fish Fresh, Vegetable items, Tea (Readymade), Firewood, etc. The increase of 4 points in Coimbatore centre is due to increase in the prices of  Goat Meat, Eggs (Hen), Onion, Vegetable items, Bidi, Cigarette, Medicine (Allopathic), Hair Oil, Cinema Charges, etc. The decrease of 5 points in Lucknow centre is mainly due to decrease in the prices of Vegetable Items, Primary School Fee and Primary School Books, etc. The decrease of 4 points in Faridabad centre is due to decrease in the prices of Wheat Atta, Pure Ghee, Garlic, Ginger, Vegetable & Fruit items, Electricity Charges, etc.

         All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of August, 2011 increased by 1 point and stood at 194 (one hundred & ninety four).

          During August, 2011, the index recorded maximum increase of 9 points in Amritsar centre, 8 points  each in Bhilwara and Chindwara centres, 6 points in Kolkata centre, 5 points in Jharia centre, 4 points in 6 centres, 3 points in 7 centres, 2 points in 16 centres and 1 point in 16 centres. The index decreased by 3 points each in Giridih, Quilon and Kodarma centres, 2 points  in Rajkot centre, 1 point  in 9 centres while in the remaining 15 centres the index remained stationary.

Dearness Allowance for Central Government Employees as per 6th CPC.

We are all well known that the Dearness allowance calculation is based on All India Consumer Price Index numbers. AICPIN has been published by Labour Bureau in every month,and an attached office of the Ministry of Labour & Employment, has been compiling Consumer Price Index Numbers for Industrial Workers (CPIIW) since its inception in the year 1946.

Earlier the Government of India accepted the recommendation through a scheme called “Cost of Living Index Numbers scheme” in the year 1941. In 1946, started compiling and publishing an interim series of All India Average Working Class Cost of Living Index Numbers by Labour Bureau.

The Labour Bureau compiled and published centre-wise and all India Consumer Price Index Numbers for Industrial Workers with base year 1960=100 from August, 1968 to September, 1988.

Working Class Family Income & Expenditure Surveys were conducted by the Labour Bureau during the period 1970-71 at 60 centres and during the period 1981-82 at 70 centres belonging to All India and 6 additional centres. On the basis of the results of 1981-82 survey, a new series of centre-wise and all India Consumer Price Index Numbers for Industrial Workers with base year 1982=100 was compiled and published during the period October, 1988 to December, 2005.

The current series of Consumer Price Index Numbers for Industrial Workers with base year 2001=100 had been released with effect from January, 2006 index. This series is based on the Working Class Family Income & Expenditure Surveys conducted during the period 1999-2000 at 78 important industrial centres throughout the country. These Consumer Price Indices measure the changes in the level of retail prices of a fixed set of goods and services consumed by an average working class family in a given area, over time with reference to a base year.

These indices are utilised for regulation of wages and dearness allowance of millions of workers and employees in the country. These indices serve as important indicators of retail price movement in the country. These are all the base information's about AICPIN for calculating dearness allowance to Central Government employees.

During June, 2011, the index recorded increase of 8 points in Doom Dooma Tinsukia centre, 7 points in Rajkot centre, 5 points each in Puducherry, Varanasi, Guwahati and Chandigarh centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 19 centres and 1 point in 20 centres. The index decreased by 3 points in Ludhiana centre, 2 points in Nasik centre, 1 point in 6 centres, while in the remaining 10 centres the index remained stationary.

Consumer Price Index Numbers on Base 2010=100 for Rural, Urban and Combined for the Month of March 2011

      The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has introduced a new series of Consumer Price Indices (CPI) on base 2010=100 for all-India and States/UTs separately for rural, urban and combined with effect from January, 2011.

      Provisional indices for the month of March, 2011 and also final indices for January 2011 are being released with this note for all-India and for States/UTs. It may be mentioned that annual inflation rates would be available at the time of release of indices for January 2012, when the indices for one year are available.

All India indices

      All India provisional General (all groups), Group and Sub- Group level CPI numbers (after rounding off to the nearest integer) of March, 2011 for rural, urban and combined (rural plus urban) are given in Annex I. The General Indices for rural, urban and combined are107, 104 and 106 respectively, more or less the same level of February, 2011. At all India (rural plus urban) level, the index for ‘milk and products’ for March 2011 rose by 1.9% as compared to the corresponding index for February 2011 and the index for ‘egg, fish and meat’ also increased by 1.9%. The index for ‘vegetables’ declined by 6.6% while the index for ‘fruits’ rose by 3.5%.

State/UT indices

      State/UT -wise General and Group level provisional CPI numbers (after rounding off to the nearest integer) for rural, urban and combined are at Annex II, III and IV respectively.

Next date of release: 18.05.2011 for April, 2011.

As everyone knows that, the Central Government provides Dearness Allowance to its employees every six months to compensate the rise in prices of essential commodities.

The Labour Bureau which comes under the Central Government, analyses the price rise of some 24 essential commodities (Average monthly consumer prices of selected articles for Industrial Workers…1. Rice, 2.Wheat, 3.Jowar, 4.Arhar Dal, 5.Moong Dal, 6.Masur Dal, 7.Groundnut Oil, 8.Mustard Oil, 9.Vanspati, 10.Goat Meat/Mutton, 11.Fish Fresh, 12.Milk, 13.Dairy Milk, 14.Pure Ghee, 15.Onion, 16.Chilles Dry, 17.Sugar, 18.Gur, 19.Tea Leaf, 20.Fire Wood, 21.Soft Coke, 22.Kerosene Oil, 23.Toilet Soap, 24.Washing Soap) in 78 selected cities all over India.

78 SILIGURI, and submits its report to the Government every month and it is known as the CPI-IW (All India Consumer Price Index Number for Industrial Workers).

This report is similar to the inflation report, which explain the price hikes. The price index may be in the plus side or minus side or the same.

Based on this price index and using with a formula, Dearness Allowance is calculated by the Government.

In the past, informations about Dearness Allowance was collected through “Swamysnews” month books. Even though the informations comes a little bit late, it provides to a subscriber, the account calculations related to Dearness Allowance and still it is the leading publicity even today.

As the details of the AICPIN for the month of December 2010 is now increased by 3 points and stood at 185. The expected Dearness Allowance for Central Government Employees from 1.1.2011 will be 51% (45%+6%=51%).

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of December, 2010 increased by 3 points and stood at 185 (one hundred and eighty five).

During December, 2010, the index recorded an increase of 9 points in Quilon centre, 8 points in Guntur centre, 7 points each in Tiruchirapally, Vadodara and Belgaum centres, 6 points in 4 centres, 5 points in 6 centres, 4 points in 10 centres, 3 points in 16 centres, 2 points in 15 centres and 1 point in 8 centres. The index decreased by 2 points each in Kodarma and Tripura centres, 1 point each in Durgapur, Ranchi Hatia and Ludhiana centres, while in the remaining 9 centres the index remained stationary.

The maximum increase of 9 points in Quilon centre is mainly on account of increase in the prices of Rice, Coconut Oil, Fish Fresh, Onion, Vegetable & Fruit items, Tea (Readymade), Firewood, etc. The increase of 8 points in Guntur centre is due to increase in the prices of Rice, Groundnut Oil, Onion, Tamarind, Vegetable & Fruit items, etc. The increase of 7 points each in Tiruchirapally, Vadodara and Belgaum centres is due to increase in the prices of Rice, Wheat, Jowar, Goat Meat, Eggs (Hen), Onion, Vegetable items, Sugar, Petrol, etc. However, the decrease of 2 points each in Kodarma and Tripura centres is due to decrease in the prices of Rice, Wheat Atta, Vegetable items, etc. and the decrease of 1 point each in Durgapur, Ranchi Hatia and Ludhiana centres is due to decrease in the prices of Rice, Wheat Atta, Vegetable items, etc.

The All-India (General) point to point rate of inflation for the month of December, 2010 is 9.47% as compared to 8.33% in November, 2010. Inflation based on Food Index is 7.98% in December, 2010 as compared to 5.35% in November, 2010.
