FINMIN ISSUED DA JAN 2012 ORDERS

DA orders has been issued by the Finance Ministry today, it is little bit late to issue the orders. The payment of Dearness Allowance to Central Government employees with effective from 1.1.2012 shall be paid in cash. The first installment of additional DA for this year has been declared, thus the DA is increased from the rate of 58% to 65%. We reproduce the order and given below for your ready reference…

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2012.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1 (14)/2011-E-II(B) dated 3rd October, 2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 58% to 65% with effect from 1st January, 2012.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the persons serving In the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the comptroller and Auditor General of India.

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the month of August 2011.

         All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of August, 2011 increased by 1 point and stood at 194 (one hundred & ninety four).

          During August, 2011, the index recorded maximum increase of 9 points in Amritsar centre, 8 points  each in Bhilwara and Chindwara centres, 6 points in Kolkata centre, 5 points in Jharia centre, 4 points in 6 centres, 3 points in 7 centres, 2 points in 16 centres and 1 point in 16 centres. The index decreased by 3 points each in Giridih, Quilon and Kodarma centres, 2 points  in Rajkot centre, 1 point  in 9 centres while in the remaining 15 centres the index remained stationary.

Subject: Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2011

This Department has been receiving references regarding revision Special Allowance and Cash Handling Allowance subsequent to increase in the rate of DA @ 51% w.e.f. 1.1.2011.

2. This Ðepartment’s O.M. No.4/6/2008-Estt,(Pay II) dated 1st October, 2008 states that the rates of Special Allowance and Cash Handling Allowance will be automatically increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

3. All Ministries/Deptts. are, therefore, advised to take necessary action accordingly.

Sub: Enhancement in the rate of various allowances by 25% as a result of enhancement of dearness Allowance w.e.f. 01.01.2011.

 

       In accordance with the recommendations of VI CPC, the rates of various allowances admissible to different categories of railway staff were doubled. The VI CPC while making recommendations in this regard had also recommended that the rates of these Allowances will be increased by 25% every time the Dearness Allowance goes up by 50%. Railway Board accordingly issued instructions in respect of various allowances listed in the enclosed Annexure alongwith the letter references under which Railways were authorized to implement the same.

   2. Subsequent to enhancement in the rate of Dearness Allowance to 51%, the matter regarding revision in the rate of various allowances has been considered by the Board. In order to dispel any doubts that may arise in the Railways, it is reiterated that the rates of allowances listed in the enclosed Annexure shall increase by 25% with Dearness Allowance now having gone up by 50% w.e.f. 01-01-2011.

   3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

   4. There is no change in the other terms and conditions for grant of these allowances.

   5. Kindly acknowledge receipt.

   Please refer to Railway Board's letter of even number dated 01.10.2008 containing revised policy instructions on Children Education Allowance and Hostel Subsidy admissible to Railway servants based on the recommendations of Sixth Central Pay Commission as per DOP&Ts OM No.1201l/03/2008-Estt.(Allowance) dated 02.09.2008. Reference is also invited to Railway Board’s letter E(W)2008/ED-2/5 dated 13-10-2008 containing instructions on Special Allowance for child care for women with disabilities and Education Allowance for disabled children as per DOP&T’s OM NO.12011/04/2008-Estt.(Allowance) dated 11.09.2008. As per revised scheme, reimbursement limits on Children Education Allowance and Hostel subsidy would be raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.

 

2. Railway Board vide letter No.PC-VI/2008/1/7/2/1 dated 25-03-2011 has enhanced the Dearness Allowance payable to Railway employees from the existing rate of 45% to 51% with effect from 1st January, 2011.

 

   3. Consequent to aforesaid enhancement in Dearness Allowance to 51%, limits on reimbursement of Children Education Allowance & Hostel Subsidy shall go up by 25% w.e.f. 1st January, 2011. DOP&T vide Office Memorandum No.12011/01/2011-Estt.(Allowance) dated 04-05-2011 (copy enclosed) has issued clarification to this effect that Children Education Allowance and Hostel Subsidy allowance shall be enhanced by 25% as a result of enhancement of Dearness Allowance to 51% from w.e.f. 1st January, 2011. The clarification issued by DOP&T shall apply mutatismutandis in respect of Railway employees.

Apart from annual increment, which falls in 1st July every year, all the Government Employees are very much excited to know the rate of Dearness Allowance from 1st July 2011.The reason for their excitement to know the D.A from July 2011 is quite simple. Though the Annual Increment also brings some adequate amount of money to their pay package, they feel no excitement in it. Because every body knows and is sure that they will get 3% of their Pay in the pay band and Grade Pay as the Increment of every year and they make it counted. But as for as D.A is concerned nobody knows what will be the rate of increase in Dearness Allowance, as the AICPI Number for the Industrial Workers for the month of June 2011 will be announced probably on 31st July 2011.The amount of increase in Dearness Allowance will make their pay packet big. Unexpected increase in salary will decrease their expected financial burdens. This is the reason many of us curiously searching for the prediction over Dearness Allowance.

AICPIN-IW for the past three months have been already announced by Labour Bureau, Department Statistics, Government of India in its Web site. According to it AICPIN-IW for the month of January 2011 is 188, February 2011-185 and March 2011 is 185. AICPIN-IW for the remaining three months ie April, May and June 2011 have yet to be announced. So this is not the right time to answer correctly to the question of what will be the Dearness Allowance from July 2011? But as per the past 9 months average of monthly All India Consumer Price Index (IW) with the base year 2001=100, we can expect that the hike in Dearness Allowance from July 2011 will be around 6% to 7%

Subject : Clarification on increase in certain allowances by 25% as a result of enhancement of Dearness Allowances w.e.f. 1 1.2011 -

On the above mentioned subject, it is stated that consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 51% w e.f. 1st January, 2011 vide Ministry of Finance, Department of Expenditure O.M No 1(2)2011-E-II (B) dated 24th March, 2011, the following points are clarified :

 

a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs. 15,000/- per child. Accordingly, the quarterly claim could be more than Rs. 3750/- in one quarter and less than Rs 3750/- in another quarter subject to the annual ceiling of Rs 15,000/- per child and Hostel Subsidy shall be Rs. 3750/- per month per child ;

 

b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1250/- per month, and

 

C) The annual ceiling for reimbursement of education allowance for disabled children of Government employees shall be treated as revised to Rs 30,000/- per annum per child and the rates of Hostd Subsidy for disabled children of Government employees shall be treated as revised from Rs.6000/- per child per month to Rs.7500/- per child per month.

 

2 These revisions are applicable with effect from 1st January, 2011.

 

3 These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No 12011/03/2008-Estt (Allowance) dated 2.9.2008 and O.M. No 12011/04/2008 dated 11.9 2008.

Now the prediction and calculation over Dearness Allowance will come to an end. According to the All India Consumer Price Index for Industrial Workers for the last 12 months, it is expected that the Dearness Allowance will be 51% from January 2011.As we expected earlier, additional 6% will be added to the existing D.A of 45%..Hence we can expect that 51% Dearness Allowance will be paid to all the Central Government Employees from January 2011, if so government decides. The Government may take a decision in this matter by first week of March 2011.

Some of our viewers have raised the same question again and again in the comments forum that if D.A crosses 50% level whether it would be merged with D.A or not. It has been clarified that the D.A will not be merged with basic pay since it was not recommended by 6CPC.

But if the D.A crosses 50% level, some of the Allowances, which are compensatory in nature, will be raised by 25% as per the recommendation of 6CPC.
