OFFICE MEMORANDUM

Subject: - Preparation of Common Seniority List of UDCs for the Select List year 2006 and calling of cadre seniority list for the Select List Years 2006 and 2007 - reg.

The undersigned is directed to say that Common Seniority List (CSL) of UDCs of CSCS for the select List Year 2006 is being finalized in terms of Rule 11(3) read with Regulation 2 of Third Schedule of CSCS Rules, 1962.

2. The Cadre units are requested to circulate the list among the officials concerned inviting objection/representation, if any, with regard to any factual inaccuracy and the order of placement in the list, which may be forwarded along with the comments of the cadre units to this Department for appropriate action. Cadre units are also requested to verify the correctness of the particulars such as date of birth, date of regular appointment to the grade, rank number (in the case of officials appointed on the basis of Limited Departmental Competitive Examination) etc., of the officials in the list. If any name has been left out inadvertently, it may be brought to the notice of this Department with relevant details. The draft CSL may be seen? downloaded on the website of this Department i.e.

3. Cadre units are requested that factual inaccuracies/deficiencies, if any, in the Draft CSL of UDCs of CSCS for the year 2006 may be brought to the notice of this Department immediately not later than 9.7.2011. If nothing is heard from any cadre by 9.7.2011 it will be presumed that there is no factual inaccuracy in the CSL and it will be finalized accordingly. It is also requested that a copy of the latest Cadre Seniority List of UDCs for the Select List Years 2006 and 2007 may also be forwarded to this department.

Subject:- Promotion of LDC as UDC of Central Secretariat Clerical Service (CSCS) on ad-hoc basis- Continuance of Ad-hoc appointments regarding.

  

The undersigned is directed to refer to this Department’s O.M. No. 3/2/2010-CS.II dated 31st December, 2010 whereby cadres were permitted to continue the ad-hoc appointments in the UD Grade of CSCS up to 30.06.2011 and to say that the continuation of the ad-hoc appointments in the U.D grade made by the cadres has been reviewed in this Department. Since availability of regular UDCs through normal modes of recruitment prescribed under the CSCS Rules may take some more time, it has been decided that the period of ad-hoc appointment of those UDCs who already have been working as UDC on ad-hoc basis in the UD Grade of CSCS may be extended up to 31st December, 2011 or till regular UDCs become available, whichever is earlier.

  

2. Other terms and conditions mentioned in this Department’s O.M. No. 3/6/2004-CS.II dated 28.2.2005 will remain unchanged.

Please refer to your RTI application dated 3/1/2011 (received in this Division on 21/1/2011 through Ministry of Statistics & Programme Implementation vide their letter No. 34019/1/2010-RTI dated 11.1.2011). Point wise information is furnished as under:

2. With regard to point (A), it is informed that this Department has not received any memorandum/request from any Central Government Employees Associations/ Department for merger of the post of LDC & UDC. However this Department has received representations from Associations for up gradation of the grade pay of LDCs & UDCs of CSCS cadre. The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T. Further, a proposal to allow grade pay of Rs. 4200/ in Pay Band 2 to UDCs of CSCS and Stempgraphers Grade 'D' of CSSS who have completed 4/5 years of approved service in the grade, w.e.f. 1/1/2006 is under examination of this Department in consultation with the Ministry of Finance.

3. With regard to point B, a copy of your RTI application is being forwarded to concerned CPIO i.e. Under Secretary, Estt. (D), DOP&T, North Block, New Delhi as the subject matter related to implementation of MACP Scheme pertain to them.

4. Appeal, if any, may be made to Sh. Rajiv Manjhi, DS(CSII), 1st appellate Authority, CS-II Division, DOP&T, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi within 30 days from the receipt of this letter.

OFFICE MEMORANDUM


Subject: Ad-hoc promotion of UDCs of SL-2002 & 2003 to Assistant Grade -reg.

The undersigned is directed to convey the decision of the competent authority to further promote the UDCs of CSCS of Select List Year 2002 and 2003 to Assistants Grade of CSS on ad-hoc basis upto 30/06/2011 or until further orders or till regular Assistants become available through the normal channels of recruitment as prescribed under the CSS Rules. whichever is earlier. All those officials who are eligible for promotion may he promoted on us is where is basis i..c., where they are presently working as UDC, subject to availability of vacancies. ln Cadre Units where eligible UDCs arc in excess than the available vacancies in the Grade of Assistant. the name and full details of such junior-most UDCs, who have been found fit by the DPC, but could not he accommodated in the Cadre Units, may he forwarded to this Department for their posting in the Cadrc Units where vacancies are available.

2. The eligible officials, as per the above scheme of things, may be appointed as Assistants on ad-hoc basis, initially for the period upto 30/06/2011 after assessing their suitability fof promotion by screening the records, i.e., (ACRs of the officers by the appointing authority and also after ensuring that vigilancc case is either pending or being contemplated against the official. The ad-hoc promotion/appointment is subject to following conditions: -

i) the ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List or to claim seniority in the Assistants’ Grade of CSS:

ii) ad-hoc appointments may be terminated at any point of time without giving any reason there fore;

iii) the appointment on ad-hoc basis will take effect from the date of taking over the chargc of the post of Assistant of CSS.

iv) that the ad-hoc appointment in Assistant Grade would he continued only if they attend and qualify the mandatory training as and when nominated by CS. I (Training) Section of this Department failing which their ad-hoc appointment would be terminated.

3. If any of the eligible officers is on deputation, he/she may be given the option to be reverted within one month to avail of the promotion.

4. All the Cadre Units arc requested to take necessary action in this regard as the whole process may be completed on top priority basis within a period of one month. A copy of the appointment order may be endorsed to this Department. Thereafter, a report indicating the name and details of the UDCs who have been appointed/promoted to the post of Assistant on ad-hoc basis may be sent to this Department in the prescribed proforma enclosed with this OM, by 28.02.2011. A list of those UDCs who have not been found fit, with reasons therefore, may also be furnished to this Department.
