KCR threatens to go on fast
HYDERABAD: Telangana Rashtra Samiti chief K Chandrasekhara Rao is contemplating going on a hunger strike once again.
He is understood to have made this amply clear while speaking at a meeting of the Telangana Joint Action Committee of Teachers, Employees and Workers today.
“If the government harasses Telangana employees for participating in the proposed non-cooperation movement, we will not allow it. I will sit on a hunger strike in the place where harassment takes place,” he said.
Later addressing teachers from Nizamabad after they joined the movement at Telangana Bhavan, he said that the TRS would stall the proceedings of the Assembly if harassment of government employees took place. “I will sit in the podium in the Lok Sabha,” he said and warned the government that there were four crore people behind the employees and it should realise that it was buying trouble if it resorted to any 'misadventure’’.
Likening the Telangana movement to the Sepoy Mutiny of 1857, the TRS chief said, “The movement is as strong as the First War of Indian Independence. It dates back to 1949 much before formation of AP state in 1956, The movement has reached a decisive stage now,” he said.
Rao dwelt at length what life would be like in a separate Telangana state. “Before it was merged with Andhra, Hyderabad state had a surplus budget. The new Telangana state will also have a surplus budget. This is the reason why I have been saying that the central government scales could be made applicable to the state government employees,” he said.
Stressing the importance of education, he said that after Telangana state’s formation, education would be made compulsory. “My effort is to provide good educational facilities for one generation to ensure that the progress would continue for ever,” he said, adding that in Telangana state weaker sections would not have to pay anything for education from KG to PG.
Blaming lack of political unity for the Telangana dream remaining unfulfilled, the TRS chief said tthere was unity among all Telangana organisations and that was the reason why he was emphatically saying that a T state was possible.
Referring to the state government appointing DSC-2008-qualified candidates on contract basis, he said it was inhuman to pay emoluments of Rs 3,000 per month to postgraduates who had teachers’ training.
“I will write to chief minister N Kiran Kumar Reddy to stop this and make regular appointments to teacher posts.”

Haryana honours 33 sportspersons
Chandigarh, Feb 10 (PTI) Thirty-three sportspersons and two coaches from Haryana were honoured by the Governor Jagan Nath Pahadia at a state level sports award function here.
Seven of them got Bhim award, the highest sports award of the state. These players received a cash award of Rs 2 lakh each, besides Bhim's idol, scroll, blazer and tie.
The awardees included Dinesh Kumar of Bhiwani (boxing), Suman Kundu of Jind (wrestling), Anil Kumar of Jhajjar (Judo), Kavita of Hisar (boxing), Jayati Pathak of Yamunanagar
(Taekwondo), Sunita Devi of Rohtak (Paralympics athletics)and Gyanand Singh of Bhiwani (Paralympics athletics).
Two wrestling coaches Satpal Singh and Yashvir Singh were given cash prize of Rs 2.51 lakh each at the function.
Players from Haryana won 33 per cent of the total medals won by the Indians in the Commonwealth Games and also gave a good performance in the Asian Games.

Jalandhar, Feb 10 (PTI) Chief Minister of Punjab Prakash Singh Badal today said a bill will be introduced in the upcoming budget session of the Assembly to make government official
accountable for delay in work.
The proposed bill will fix responsibility on the government officials and comply them to complete their work in a given time frame, he told reporters in Nakodar here.
The bill will be introduced in the upcoming Budget session, he said.

Bangalore, Feb. 13 (DM)- Home and Transport Minister R. Ashok assured here that several demands of the State Government employees, including payment of wages on par with Central Government employees, will be met.
He was speaking at the State level Krishi Pandit (2008-09) awardees felicitation function organised by the Karnataka State Government Employees Association at Vidhana Soudha's Banquet Hall here recently.
The State Government has implemented the 5th Pay Commission recommendations in principle. Also the retirement age has been increased from 58 to 60 years. The DA is being paid on par with the Centre and the HRA too has been significantly hiked. Besides, the Chief Minister has agreed for time bound promotion and the Government order in this regard will soon be out, he said.
The State Government is presenting an exclusive Agriculture budget this year for the first time, which is a record of sorts. The budget will prove to be a boon for farmers, he added.
Agriculture Minister Umesh Katti, in his address, said he will deal with the demands of the agriculture awardees after bringing the matter to the notice of the CM. The Karnataka Government Employees Association President L. Byrappa too spoke.
MLA Rajugowda, Bangalore Doordarshan Deputy Director- General Dr. Mahesh Joshi and Agriculture Commissioner Babu Rao Mudabi were present.

I am to invite your attention to the references cited.
2. In the reference fourth and fifth cited, necessary instructions have been issued regarding fixation of pay of employees in Selection Grade / Special Grade scales of pay duly indicating the Selection Grade / Special Grade scales of pay based on the revision granted to the Ordinary Grade scales of pay for certain posts based on the recommendations of the One Man Commission. In the said instructions, it was also informed that the revised Selection Grade /Special Grade scales of pay indicated in Annexure-I of the reference fourth cited is admissible only in cases where the scales of pay of Ordinary Grade posts were revised based on the recommendations of One Man Commission and subsequent Government Orders.
3. In the reference sixth cited among others, orders have been issued revising the scales of pay of B.T.Teachers, P.G.Teachers, Head Master, Primary School, Head Master of Middle School and Head Master, Higher Secondary School / District Education Officers notionally with effect from 1-1-2006 and with monetary benefit from 1-1-2011.
4. A doubt has now been raised as to whether the guidelines issued in the reference fourth and fifth cited regarding fixation of pay of employees in the Selection Grade / Special Grade scales of pay is also applicable to the teachers consequent on the revision of scale of pay ordered in the G.O 6th cited. I am directed to clarify that the Teachers whose Ordinary Grade scales of pay have been revised in the G.O. 6th cited are also entitled for revision of Selection Grade / Special Grade scales of pay as indicated in Annexure-I of the reference 4th cited and also as indicated in the reference 5th cited subject to the guidelines and conditions stipulated therein. Further, I am also to inform that the Teachers whose scales of pay have been revised in the G.O 6th cited are also entitled to exercise re-option, if advantageous within 3 months from the date of issue of the above G.O as clarified in the reference 3rd cited. In the case of Teacher who have exercised original option to fix their pay in the revised scale of pay on 1-1-2006 and now exercise re-option at a later date beyond 1-1-2006, then in such cases, the pay fixing authorities are requested to fix the pay of the individuals according to the revised option after obtaining a declaration from the individual to the effect that the excess payment paid to them by way of arrears (including Interim Arrears) may be recovered from the arrears to be paid, if any or from their salary and in one lumpsum from the DCRG in case of retirement whichever is earlier.

State employees seek 6th pay commission salary
MANGALORE: Nearly 15,000 government employees in Dakshina Kannada district and their counterparts across the state will be absent from their respective offices from 1.30 pm to 2.30 pm on Wednesday. They would instead be holding meetings in front of the offices of the deputy commissioners and tahshildars at the respective district and taluk headquarters with an 11-point charter of demands for the government to consider on the eve of state budget.
The state-wide meetings would not have a bearing for the general public. Also there would be no stoppage of services delivery to the people as the government employees have chosen their designated lunch hour time to hold the meetings. While the state government has already given them positive feelers about meeting some of their demands, the employees want to make sure that their voice is heard, especially since the state budget is to be presented later this month.
H Sanjeeva, president of district unit of Karnataka State Government Employees Association told reporters on Monday that the main demand raised by the parent body of the association with the government is to ensure that the state government employees receive their salaries on par with central government employees. The central government employees are already drawing salaries as recommended by the sixth pay commission, Sanjeeva noted.
The state government employees, he said, are currently getting salaries as mentioned in the fifth pay commission that is being paid to them from April 1, 2006. The neighboring states of TN, Maharashtra, and Andhra Pradesh have implemented and even Kerala from April 1 would implement the 6th pay commission recommendations for their employees, he said, adding Karnataka would be last state to do so, as and when the government decides to do so for its employees.
The other major discrimination, he said is with regard to house rent allowance (HRA). While central government employees receive 20 per cent of their basic as HRA, state government employees get 10 per cent. Even this was raised by one per cent from November last, he said, adding that the employees are not getting the benefits of a B2 category city bestowed on Mangalore as per 2000 census, which entitles them to higher HRA and other emoluments.

Teachers have to do census duty
Teachers of private aided and unaided schools across Maharashtra will have to participate from February 14 in census duty, except for those teaching Std X and XII, so that students' studies are not affected.
The Bombay high court, in an interim order on Thursday, observed: "The service of teachers will be called for before or after school hours so the working of schools is not paralyzed. However, between March 1 and March 5, 2011, the teachers may be called for extra time."
The Maharashtra government stated that they have issued orders for requisition of officers from local bodies at the district level.
Additional government pleader Vijay Patil informed the court that 43% requirement for census duty will be taken from local bodies and government departments, not just teachers.
A division bench of Justice P B Majmudar and Justice Amjad Sayed granted partial interim relief to the teachers of private unaided schools and aided minority schools while hearing petitions by the Unaided Schools' Forum and St Joseph's High School.
The petitioners had moved court last month seeking that their teachers be exempted from performing census duty as it clashed with exams. Teachers of aided, government or corporation schools have not been covered under the order.
Additional solicitor-general Darius Khambata and advocate Advait Sethna, representing the census authority and the centre, told the court that they would consider schedules of all schools and in case of difficulty, concessions would be granted.
The centre had moved an urgent application early this week seeking deletion of a line in an order passed by the HC on January 24.
The order had said that no coercive action should be taken against teachers of unaided and private schools who refused to participate in census duty.
The centre sought an urgent reprieve, stating that the HC order was affecting census duty. Khambata clarified that the government had not asked any particular school to send all its teachers for duty.
The petitioners' advocates, Mihir Desai and S C Naidu, argued school managements must decide which teachers to send, which was accepted by the court.
"They cannot ask me to send three Math teachers. I will decide who should be sent so that school work is not affected," Desai argued.
Khambata agreed with the petitioners' submissions and said the only condition was that those sent should be able to perform that duty.
Justice Majmudar remarked: "But send teachers who are able to perform the duty, or physical training (PT) teachers will start doing PT in the house (on duty)."
The court observed that the issue had to be sorted out to avoid future problems. "Otherwise, every 10 years, there will be similar petitions," Justice Majmudar remarked.
The petitions will now be taken up for final hearing on March 15.

Kerala IAS Officers to consider impleading in CVC case
Thiruvananthapuram, Feb 2 (PTI) Rallying behind Central Vigilance Commissioner P J Thomas, Kerala IAS officers Association today pledged its 'unstinted' support him and said it will contemplate impleading itself in the ongoing Supreme Court case on his appointment.
Describing Thomas as an honest man, it said he had no reason to resign under a cloud because of a media trial or because of he has become "the collateral victim of a political tug of war."
"...he remains an honest man who has done no wrong and who is in fact the victim of circumstances, of political one-upmanship, of deeply flawed and motivated investigative processes, of badly delayed judicial processes and of a media trial that has bismirched his reputation before the eyes of an unsuspecting public," the Association said in a statement here.

State government urged to strengthen rural banks
Andhra Pradesh Regional Rural Bank Employees Association (APRRBEA) State president Ravikanth urged the Joint Consultative Committee of Nabard to strengthen the rural banks by implementing the recommendations made by Reserve Bank of India Deputy Governor K.C. Chakravarthy.
Mr. Ravikanth was here on Sunday to participate in the third general body meeting of Deccan Grameena Bank employees. Talking to newsmen, he said that the RBI Deputy Governor had suggested that the government should release Rs. 2,000 crore for strengthening rural banks. He said that the rural bank employees were getting only Rs. 1,450 per month as pension after retirement, that too without dearness allowance.
He also urged the government to regularise the services of about 20,000 part-time employees of rural banks in the country. Highlighting the achievements of rural banks, he said there were 84 regional rural banks serving in 613 districts with 10 crore customers and 15,400 branches.

Awards for senior citizens in Haryana
Chandigarh, Jan 30 (PTI) The Haryana government today announced five awards, carrying Rs one lakh each, for senior citizens in the state.
This was announced by Social Welfare Minister Geeta Bhukkal at a function at Jhajjar, an official spokesman said here.
The senior citizens will be honoured with Ranbir Singh Centenarian Award, Mother Teresa Award, Sardar Ballab Bhai Patel Courage and Bravery Award, Mahatma Jyotiba Fulley Life Time Achievement Award and Mahatma Gandhi Panchayat Award.

Chandigarh, Jan 30 (PTI) The CPI(M) in Haryana today alleged that the state government is involved in unconstitutional distortion of reservation policy.
The state Government and Haryana Public Service Commission (HPSC) are violating the normal laid down procedure to fill up the open quota first on merit basis and then fill up the reservation quota, CPI-M state secretary Inderjit Singh said.
Women, scheduled caste, backward class and all other candidates of reserved categories have been excluded for being considered in the open category despite having higher merit, he claimed.

Haryana govt reshuffles departments of CPS
Chandigarh, Jan 30 (PTI) The Haryana government has reshuffled the departments of Chief Parliamentary Secretaries (CPSs) to assist the Chief Minister and ministers.
As per the orders, Chief Parliamentary Secretary Anita Yadav has been attached with Food and Supplies Minister and Social Welfare Minister, an official spokesman said here today.
Dharambir has been attached with Agriculture Minister and he will assist the Chief Minister in Development and Panchayat department.
Jaiveer has been attached with Social Welfare Minister and Cooperation Minister; Jaleb Khan with Revenue Minister, Labour and Employment Minister, Industries Minister and will also assist the Chief Minister in Wakf Board.
Prahlad Singh Gillan Khera has been attached with Public Works Minister, Forest Minister and he will also assist the Chief Minister in Housing department.

Chandigarh, Jan 30 (PTI) The Haryana government has reshuffled the departments of Chief Parliamentary Secretaries (CPSs) to assist the Chief Minister and ministers.
As per the orders, Chief Parliamentary Secretary Anita Yadav has been attached with Food and Supplies Minister and Social Welfare Minister, an official spokesman said here today.
Dharambir has been attached with Agriculture Minister and he will assist the Chief Minister in Development and Panchayat department.
Jaiveer has been attached with Social Welfare Minister and Cooperation Minister; Jaleb Khan with Revenue Minister, Labour and Employment Minister, Industries Minister and will also assist the Chief Minister in Wakf Board.
Prahlad Singh Gillan Khera has been attached with Public Works Minister, Forest Minister and he will also assist the Chief Minister in Housing department.

Mumbai, Jan 27 (PTI) Over 15 lakh state government employees today went on a strike protesting the brutal murder of Additional District Collector Yashwant Sonawane in Nashik district two days ago.
"Over 15 lakh gazetted and non-gazetted employees of Maharashtra government went on strike to protest the killing of Sonawane. We have demanded strict punishment for the oil mafia who dared to set ablaze one of our officers," G D Kulthe, General Secretary of Maharashtra State Gazetted Officers Association, said.
District-level employees too held rallies and took out processions, demanding protection for government staff involved in risky jobs, Kulthe said.
The staff at Mantralaya (state secretariat) held a protest meeting. The employees had met Chief Minister Prithviraj Chavan and Home Minister R R Patil yesterday and submitted a memorandum of their demands.

Haryana govt to introduce e-tendering process
Chandigarh, Jan 27 (PTI) The Haryana government has decided to adpopt e-tendering for development works above Rs 5 lakh.
The process would apply to projects implemented by Public Works Department (Building and Roads), Irrigation and Public Health and Engineering departments.
The decision was taken at a meeting of Haryana State Flood Control Board under the chairmanship of Chief Minister Bhupinder Singh Hooda today where schemes worth Rs 705.50 crore were approved for control of floods.
Hooda directed the concerned departments to implement e-tendering at the earliest for transparency and competitiveness during the process.
The meeting also approved 251 new flood control schemes and 103 existing flood control schemes worth Rs 664 crore and Rs 157 crore respectively.

Justice N Paul Vasantha Kumar and Justice R Subbiah said that no provision had been made to reserve any post to any caste or community under the Tamil Nadu Hindu Regigious Institutions (Officers and Servants) Service Rules, 1964, amended in June 2010.
The said rule was a special rule applicable for appointment of officers and servants in Hindu Religious Institutions.

ORDER:
In the year 2008, the Government of India have launched a new Centrally Sponsored Scheme called “Incentive to Girls for Secondary Education”. As per the Scheme, a sum of Rs. 3000/- will be deposited in the name of each eligible girls and she would be entitled to withdraw it on reaching 18 years of age.Salient features of the Scheme:-
(i) All SC/ST Girls who pass Class VIII and enroll in Class IX in State Government, Government Aided or Local Body Schools in the academic year 2008-09 onwards; and
(ii) All girls who pass Class VIII from Kasturba Gandhi Balika Vidyalayas (irrespective of whether from SC/ST or not) and enroll in Class IX in State Government, Government Aided or Local Body Schools in the academic year 2008-09 onwards; and
(iii) The girl should be unmarried and below 16 years of age (as on 31st March) on joining Class IX; and
(iv) The girls studying in class IX in private unaided schools and the schools run by Central Government are also excluded from the scheme.
Release of Funds:-
(i) the Government of India will release the funds in two installments every year.
(ii) the first installment will be released immediately after verifying the proposal and after obtaining the recommendation of the Grant-inAid Committee of the Ministry of Human Resource Development.
(iii) the second installment will be released after the receipt of theUtilization of Certificate on 1st installment and progress report from the State Government.
(iv) the Grants to State Governments will be remitted through Inter Government Adjustment Advice or through Banking Channel. This would include direct transfer of grants to the accounts of the beneficiaries through the banking channel.
(v) The Headmasters of the schools where the beneficiary students are studying should open Zero Balance Accounts of all the beneficiaries with the nearby State Bank of India or public sector banks.
2. In the letter first read above, the Government of India have sanctioned a sum of Rs.32,75,10,000/- (Rupees Thirty Two Crore Seventy Five Lakh and Ten Thousand only) to cover 109170 beneficiaries under Centrally Sponsored Scheme “Incentive to Girls for Secondary Education”. For 2009-10 the Government of India has requested this Government to deposit the above sanctioned amount with the State Bank of India, Main Branch, Sansad Marg, New Delhi along with the details of the beneficiaries like the name, father’s name, the name of the bank and its address, account number etc. so that the State Bank of India may issue a Fixed Deposit Certificate to the beneficiaries of the State under the Scheme.
3. The Accountant General (A&E) Tamil Nadu has reported that the amount of Rs.32,75,10,000/- (Rupees Thirty Two Crore, Seventy Five Lakh and Ten Thousand only) has been credited in the accounts of the Tamil Nadu Government. The Director of School Education in his letter 2nd read above has requested the Government to issue orders releasing the above amount to enable him to deposit the amount with State Bank of India, New Delhi.
4. The Government have carefully examined the proposal of Director of School Education and accordingly sanction is accorded for release of a sum of Rs.32,75,10,000/- (Rupees Thirty Two Crore Seventy Five Lakh and Ten Thousand only) towards the expenditure on implementing the Centrally Sponsored Scheme of “Incentive to Girls for Secondary Education” for the year 2009-2010.
5. The expenditure sanctioned in the para 4 above shall be debited to the following head of account :-
“2202 General Education- 02 Secondary Education-800 other expenditure – Schemes in the Eleventh five year plan III Centrally Sponsored – SI Incentive to girls for Secondary Education – 09 Grants in aid – 09 others” (DPC 2202-02-800-SI 0993)
6. The Director of School Education is requested to draw and deposit the amount in the State Bank of India, Main Branch, Sansad Marg, New Delhi in the Account No.30643488811 as advised by the Government of India.

Himachal Pradesh today completes four decades of statehood and has entered into fifth. State-level Statehood Day function was organised at Hamirpur today to mark the occasion. Chief Minister Prof. Prem Kumar Dhumal unfurled the National flag and took salute at an impressive march-past presented by the contingents of Police, Home Guards and NCC. Shri Parveen Dhiman, Deputy Superintendent of Police commanded the parade.
Speaking on the occasion, Prof. Prem Kumar Dhumal said that Himachal Pradesh has made phenomenal progress in last 40 years and had emerged as pioneer in development not only for hill States but also other areas in the country. He said that it was a happy augury that it has been conferred Best Big State Award for overall good performances in development during last year by prestigious magazine after having conducted a nation wide survey about progress made by States and Union Territories in the recent past.
Tracing out the history of the State and various phases through which it had passed to attain the Statehood, Prof. Prem Kumar Dhumal said that the State had made rapid strides and credit for this goes to the hard working and sincere people of the State besides the leadership which got the opportunity to serve the people.
Prof. Prem Kumar Dhumal announced release of 10 percent dearness allowance (DA) to its employees and pensioners from first July, 2010. He said that employees will get enhanced DA in cash from January, 2011 and arrears on this account would be credited in GPF of concerned employees.
Chief Minister also announced setting up of most modern market yard in lower areas of Himachal Pradesh at a cost of Rs. 100 crore as being set up in Parala of Shimla district. This would benefit farmers and fruit growers of Kangra, Una, Hamirpur and Bilaspur districts at large.
Chief Minister, making comparison between 1971, when the State got the status of Statehood and 2010, said that the par capita income which was Rs. 651 in 1971 had gone upto Rs. 49211 in 2010, State Gross Domestic Product has increased from Rs. 223 crore to Rs. 42,278 crore and annual plan from Rs. 17 crore to Rs. 3000 crore. He said that the literacy percentage which was only 23 percent in 1971 had gone upto 84 percent in the year 2010 and State was poised to surpass Kerala in literacy percentage soon.
Chief Minister said that Himachal Pradesh was known as 'Apple State' of the country today and was poised to become 'Fruit Bowl' of the country. He said that there had been tremendous increase in production of apple and citrus fruits in the State. He said that production of fruits had increased from 1.78 lakh tonne in 1971 to 8 lakh tonne in 2010.

Prof. Prem Kumar Dhumal said that present State Government after taking over the reins of the State on 30th December, 2007 had accelerated the pace of development and started various public welfare schemes so as to give new direction for development in the State. He said that its endeavour had been to speed up the development in those areas which had remained neglected so far and was ensuring that the benefits of policies and programmes of the Government percolated down to every section of the society.
Prof. Prem Kumar Dhumal said that special emphasis had been given for women empowerment and Himachal Pradesh was one of the few States in the country which had reserved 50 percent seats for women in Panchayati Raj Institutions and Local Bodies. He expressed happiness that 58 percent women had been elected to these institutions in recently concluded Panchayati Raj and Local Bodies elections. He narrated various schemes being implemented by the State Government for the benefit of women folk in the State.
Referring to the welfare of youth, Chief Minister said that as per poll promises, Government was filling up 50 percent professional and technical nature posts in the State on batchwise basis. He said that 4500 constables had been appointed in the Sate during last three years. He said that thousands of posts had been filled up in other Government departments during last three years besides employment also being ensured to the youth in private, joint and other organised sectors in the State.
Reiterating his Government resolve to improve the rural economy, Prof. Prem Kumar Dhumal said that Rs. 353 crore Pandit Deen Dayal Kisan Baagwan Samridhi Yojna had been started in the State for the benefit of farmers under which 80 percent subsidy was being given to them for construction of polyhouses and micro irrigation schemes. He said that BPL families were being given subsidy of 90 percent for construction of bamboo based polyhouses. He said that against the target of 16500 polyhouses to be constructed under the scheme, 6000 had been constructed during last two years in the State. He said that 45,000 persons would get employment through this scheme in the State.
Organic Farming Project
Chief Minister announced setting up of headquarters of Organic Farming Project at Hamirpur being started through assistance of Japan International Cooperation Agency in the State for promotion of organic farming and diversification of farming.
He said that to supplement the income of farmers and other people in rural areas, Rs. 300 crore Doodh Ganga Yojna was being implemented. Beneficiaries were being given loan upto Rs. 15 lakh for milk production and related activities. He said that Scheduled Castes and Scheduled Tribes were being given subsidy of 33 percent and other categories 25 percent under the scheme.

Chief Minister said that efforts were afoot to boost up the horticultural production in the State and added that support price was being given to apple and citrus fruits so as to ensure remunerative prices to the growers. He said that apple, mango, ginger, tomato and potato had been brought under weather based insurance scheme to save farmers from financial hardship in the event of natural calamities.
Prof. Prem Kumar Dhumal said that keeping in view the importance of Animal Husbandry in the economy of farmers, this sector had also been given priority. He said that 1272 new veterinary institutions would be opened in the State under 'Mukhyamantri Arogya Pashudhan Yojna so as to ensure atleast one veterinary institution in every panchayat in the State. He said that 187 veterinary institutions had been opened during current financial year and remaining would be opened in next two years.
He said that for the benefit of shepherds, 'Bhed Palak Samridhi Yojna' had been started under which loan upto Rs. one lakh was being provided for purchase of sheep and rams.
Prof. Prem Kumar Dhumal said that socio-economic upliftment of poor and other weaker sections of the society was also on priority of the State Government. He said that to solve the housing problem of houseless, 22719 houses had been constructed under 'Atal Awas Yojna' and 'Indira Awas Yojna' during last three years. He said that to ensure that poor persons do not face any difficult in medical treatment National Health Insurance Scheme was being implemented in right perspective under which Rs. 30,000 was being given for treatment. In case of serious illness, a sum of Rs. 1.75 lakh was being given to poor patients. He said that Himachal Pradesh had been adjudged the best State for registration of maximum BPL families under this scheme in the country.
Chief Minister said that Himachal Pradesh had also been adjudged Best State in the implementation of 20-Point Programme which reflected the commitment of Government for speedy upliftment of poor and down-trodden people in the State. He said that to benefit maximum Scheduled Castes in the State, allocation under SC Sub Plan had been increased from 11 percent of total plan to 25 percent.
Prof. Prem Kumar Dhumal said that education, health and road had been given top priority as all these three sectors concern the commonman. He said that efforts to make Himachal Pradesh an educational hub in the country. He said that to achieve this, a number of educational institutions were being opened. He said that one Technical University, one Degree College, one Engineering College, 43 Senior Secondary Schools, 58 High Schools, 62 Middle and 33 Primary Schools had been opened in the Government sector alone during last three years. He said that besides Central University, National Institute of Fashion Technology and Food Crafts Institute had been established in Kangra district, Technical University and Hotel Management Institute in Hamirpur district, IIT and ESI Medical College and Hospital in Mandi

district. He said that Atal Shiksha Kunj had been set up at Kalu Jhanda in Baddi Barotiwala area of Solan district. Three more medical colleges are proposed to be opened, one each in Hamirpur, Una and Sirmaur district. He said that Hydro Engineering College was being opened in Bilaspur district and one Engineering College at Pragatinagar in Shimla district. He said that ten private Universities had been opened in the State during last three years besides a number of professional and technical educational institutions. Our endeavour was to ensure that youth of the State could get higher technical and professional education nearer to their homes. He said that seats were being reserved for the students of Himachal Pradesh in educational institutions being opened in private sector.
Prof. Prem Kumar Dhumal said that Government was committed to ensure better medical care facilities to the people at their door steps and added that 600 MBBS, 85 Ayurvedic doctors and hundreds of nurses and paramedical staff had been appointed during last three years and posted in far flung areas of the State so that people could get facility of medical treatment in these areas.
Chief Minister said that 38 medicines were being provided free of cost to BPL families in all OPDs in the State. He said that 'Atal Swasthya Sewa' had been started from 25th December last in seven districts of the State and three more districts would be covered by 31st March, 2011. He said that ambulance service was being provided free of cost within 35 minutes in case of emergency.
Prof. Prem Kumar Dhumal said that free institutional deliveries were being done in 100 hospitals in the State. He said that Chief Minister School Health Programme had been started for medical check up of the students free of cost. He said that for senior citizens denture were being provided free of cost under 'Muskan' scheme launched last year.
Chief Minister said that roads were life lines of the people in the State keeping in view geo-graphical conditions. He said that the Government had formulated a plan to connect every village having population of 250 and above by year 2012. He said that 900 villages had been connected by road during last three ears. He said that 2700 new roads had been constructed during the period.
Prof. Prem Kumar Dhumal said that social security sector had also been accorded priority to give human face to the developmental efforts of the Government and added that 34 percent of the plan outlay was being spent on this vital sector. He said that 50 percent increase had been made under social security pension and 67563 new eligible persons had been sanctioned this pension. He said that Rs. 105 crore was being spent on providing social security pension to over 2,67,000 persons in the State. He said that daily wage of the workers had also been increased from Rs. 75 to Rs. 120 thereby benefitting each daily waged worker by Rs. 16,245 annually.

Chief Minister said that subsidized ration was also being made available to the people in the State and BPL families were getting this at much cheaper rates.
Prof. Prem Kumar Dhumal said that with a view to making Himachal Pradesh a prosperous State in the country, available natural resources were being exploited speedily. He said that Himachal Pradesh had immense hydel, industrial and tourism potential which were being harnessed so as to ensure income to the State and employment to local people. He said that a plan had been made to harness 17000 MW of electricity by 2017. He said that 2806 new industrial units had been set up in the State in which 38,000 persons had got employment besides approval for setting up 3334 new industrial units had been given in which investment of Rs. 13000 crore would be made and employment to 1,27,000 persons would be generated. He said that tourism was another sector which had great potential for generating income and employment to the people. He said that emphasis had been laid for rural tourism and a number of schemes like 'Home Stay Scheme',' Ghar-Ghar Ki Kahani' and Har Gaon Kuchh Kahata Hai' had been started. He said that heli taxi service was being started and ropeways being constructed so as to provide added attraction to the tourists.
Four Decade celebrations
Chief Minister announced that celebrations would be organised throughout the year during this year to mark the four decades of Statehood so as to enlighten people about the progress that State had made in last 40 years.
He said that a function would be organised in each district of the State covering one district in a month for this celebration.
He further announced that Information and Public Relations Department would highlight the development through different media throughout the year.

Chief Minister announced Rs. 1.18 crore for construction of stadium in Government Boys Senior Secondary School at Hamiprur, Rs. 50 lakh for Synthetic track at Hamirpur, Rs. 50 lakh for synthetic track at Dharamsala, Rs. 35 lakh for stadium at Jainsinghpur, Rs. 25 lakh for stadium at Rohru, Rs. 27 lakh for Bajir Ram Singh Pathania stadium at Kangra, Rs. 27 lakh for Badminton stadium at Shimla, Mandi and Bilaspur, Rs. 14.50 lakh for Gumma Cricket Stadium , Rs. 15.5 lakh for Gharnota stadium in Chamba district, Rs. 10 lakh each for stadium at Nirmand and Indoor stadium in Shimla and Rs. 6 lakh for Indoor stadium Dharamsala.

Cuttack, Jan 25 (PTI) Seeking stern action against the ruling BJD MP from Cuttack Bhartuhari Mahtab for allegedly assaulting a policeman, the Orissa Police Association today decided to boycott all VIP security duties from tonight.
The OPA has informed its decision to the Deputy Commissioner of Police (DCP) A N Sinha this evening. "We would however, continue the normal law and order duties and other assignments like crime control", said OPA secretary Sunil Mohanty.
Mohanty said that the Republic Day celebrations here tomorrow to be attended by the chief minister Naveen Patnaik would not hampered by the boycott of VIP duties as the the chief minister has his own security arrangements.
Meanwhile, the city police claimed that they have made substantial progress in the case against the MP as evidence have been collected in the matter and the examination of eyewitnesses are over.

Karnataka approves AICTE scales in private aided engineering colleges
Karnataka cabinet approved implementation of 6th Pay Commission recommendations for the teaching staff of the private-aided engineering colleges.
Briefing newsmen after a cabinet meeting here, Karnataka Minister for Higher Education Dr V S Acharya said the implementation would benefit teaching staff in 19 such colleges in the state. This would result in a burden of Rs 79 crore per year on the exchequer.
He said the new pay scales would be paid with effect from April 1, 2006, as per the AICTE guidelines.

Hyderabad, Jan 20 (PTI) The Joint Action Committee (JAC) of government employees in Andhra Pradesh today threatened to intensify their ongoing stir if the state government failed to invite them for talks by tomorrow evening.
"This government does not care a bit even if the employees are on strike. More than what we get, we want to protect the system of government employees. If the government does not invite us for talks by tomorrow, we will go on an indefinite hunger strike," JAC leader K Swamy Goud told reporters.
The government employees in the state are on a strike since yesterday for various demands including hike in House Rent Allowance, provision of health cards without the involvement of insurance companies and speedy promotions among others.
